Many areas require you to request a ballot application as opposed to having one automatically mailed to you.  A few states will  automatically mail you an application or the actual ballot.

In Illinois, most people will need to request a 'Vote by Mail' application.  Beginning in September, the local County Clerk will send you the application for you to fill out and return.  Shortly thereafter you will receive your ballot for you to cast your vote and return it to be counted.  In many areas you will receive an e-mail when each step is completed.

It has been indicated that many areas will have ballot 'drop boxes' so you can directly submit your ballots rather than use the Postal Service.  We will post more information on their locations as we receive it.
