A Brief Summary of RTAC's Past

1926— |
First group of
compulsorily retired teachers was organized into what
is now RTAC. As a group, they took the Chicago Board
of Education to court and were subsequently reinstated
as active teachers. |
1981— |
Sponsored the election of
the first retired trustee on the Chicago Teachers
Pension Fund. |
1990— |
Contracted with a
Legislative Advocate (Lobbyist) to provide the most
current information on proposed legislation and to
encourage legislators to introduce legislation which
could protect and/or enhance our pensions. |
2000— |
Established Internet web
presence to enable members, able to use computers, and
receive updated news almost instantly, including
legislative progress and the need for urgent and
immediate member action. |
2002— |
Began a campaign to
eliminate the penalty on earned Social Security
benefits by retired public agency employees. |
2003— |
Initiated a massive
campaign to oppose reduction of the health insurance
rebate and to seek a permanent resolution to the
funding problem. |
2010— |
Continued the legislative
battle to protect and preserve CTPF pensions. |
2012— |
Defeated Proposition #49,
a proposed amendment to the Illinois Constitution
which would have compromised all Illinois public
employees’ annual cost of living increases. |
2012— |
RTAC hired a legal team
at a cost of around $90,000 which successfully
completed its role as an intervener in a seven year
court case, also known as Pay Period 13. which
protected the pensions of over 3,600 CTPF
retirees. |
2013— |
Worked collaboratively to
defeat legislation that would have been detrimental to
our pensions and prevented continuation of ‘CPS’
Pension Holidays by having RTAC members call and
emailed their ILGA Senators. |
2014— |
Established a ‘Legal
Defense Fund’ to engage attorneys who will work to
overturn any legislation detrimental to our pensions,
health insurance rebate and/or automatic annual
increase. |
2016— |
RTAC achieves a
long-sought victory in the 20-year battle to restore
the pension tax levy. Passage of SB 318 brings a
measure of financial stability to the Fund,
guaranteeing a stable source of annual revenue. |
2017— |
RTAC membership
collaborated with CTPF to persuade the ILGA to restore
the tax levy to CTPF which was diverted to CPS in
1995. |
2017— |
RTAC leads the charge for
fair funding and pension security, educating
legislators in Springfield and fighting for the
pensions of CPS retired educators. |
2021— |
RTAC closely monitors the
Governor Pritzker’s proposed constitutional amendment
to change the income tax structure to insure
that pension income is not going to be subject to
Illinois income tax. |
